The average Welsh student is graduating university with more than £35,000 of debt, according to Student Finance Wales figures obtained by BBC Cymru Fyw.
That is an increase of more than £14,000 in just five years, with the highest single outstanding student loan balance in June as high as £140,000.
NUS Cymru President Deio Owen said: “We know students are leaving university with eye-watering amounts of debt but the fact that anyone could owe almost £140,000 is nothing short of a scandal.
“Student debt is spiraling out of control, with the average student leaving university with £10,000 more debt than they were three years ago.
“Wales cannot pretend that higher education is accessible to everyone, or in any way sustainable, with students incurring this level of debt.
“These figure show that the student finance system is broken. We need a comprehensive review of how the higher education system is funded.
